Banyule Flats Reserve

Spent a few hours here (on the Yarra, near Heidelberg, Vic) Sunday morning.
Had a brief look at a perched raptor - large, dark brown, longish tail. It
had a distinct white/pale nape patch. I wonder if it was an immature Swamp
Harrier, but I have never seen them here before. (I wasn't able to get a
look at its rump).
Anyone who knows the area have any ideas?
Cheers
