Formally, there are two meetings of the Engineering Faculty Board a year, normally Friday 1-2pm. Faculty Board receives reports from Dean, Presiding Member, and Associate Deans (who are responsible for specific areas like Education, Research, Students, and International within the Faculty) and in even-numbered years confirms delegations of some of its powers to the Faculty Standing Committee. Sometimes a current hot issue is discussed.
In practice, student members of the Faculty Board are encouraged to attend the Faculty of Engineering Standing Committee meetings. This committee meets 6 times a year (see http://www.cse.unsw.edu.au/~teachadmin/tc/, righthand column of the Meeting Dates table for the *2007* dates - this is a Computer Science and Engineering webpage, but it has the Faculty dates). Normally the meeting time is Friday 11-1pm. The Faculty Standing Committee consists of the Dean, Associate Deans, Presiding Member, Heads of School, 5 elected members of academic staff, Faculty Executive Officer, and student reps (see below).
By default, student members attending Standing Committee can speak, but do not have voting rights. However, Standing Committee does have provision for some student members; these are normally drawn from student members of the Faculty Board, and such students would have voting rights (though Standing Committee resolutions in my time haven't come down to a close vote).
In recent years, the student members of Faculty Board have met most months with the Presiding Member of Faculty and done some work on various projects - a recent one was reviewing course outlines for Engineering courses to make recommendations on what should be in a course outline for an Engineering course.
Another opportunity for some student members of the Faculty Board would be participation in the Faculty of Engineering Undergraduate Education Committee, which considers new course and new program proposals in detail before they go to Standing Committee. It meets about a fortnight before each Standing Committee meeting, normally on Friday 10-12.
